Private Pre-University Education in Romania

2014

This paper approaches private provision of pre-university education in Romania, exploring available data on the sector's size and main characteristics and evaluating the extent to which the current regulatory framework enables positive effects in terms of freedom of choice, quality, equity, and social cohesion. The paper argues that the lack of a clear strategy mixed with strict control in key areas and lax implementation of support instruments has led to private providers not being a legitimate alternative to public education.

This chapter analyzes the philosophical implications related to the “position of vulnerability” defined by the Directive 2011/36/EU on Preventing and Combating Trafficking in Human Beings and Protecting its Victims as “a situation in which the person concerned has no real or acceptable alternative but to submit to the abuse involved” (art. 2.2). In particular, the chapter focuses on the “choice” made by migrant women employed in care and domestic work and in the agricultural sector in Italy. Quasi-markets Targets and the Evaluation of Nursing-home Funding in the Valencian Region

EnglishSpanish long term care is in danger, therefore we propose a change in the nursing home funding system. We use as an example the extremely complex nursing home financing system of Valencian Region. In this region, there are many funding mechanisms: two types of public subsidies, two different accessibility plans, a voucher scheme and a cash benefit approach related to residential service. We evaluate these methods through the quasi-market theory. We find that these approaches have negative impact on equity, efficiency and freedom of choice and we propose a new, homogeneous financing method for all nursing homes through voucher. Measuring freedom of choice: An alternative view of a recent literature

A recent literature has emerged in social choice theory which attributes intrinsic importance to freedom in the evaluation of states of affairs. The literature’s philosophical basis lies in Berlin’s notion of positive liberty. Accordingly, axiomatic measures of availability of choices are developed and the information they convey used for ranking states on the basis of the extent of liberty they offer to individuals. Is There Real Freedom of School Choice?: An Analysis from a Study in Chile1

Between 1981 and 1990, Chile began to implement an education reform based on school choice and a financing system through vouchers. In theory, the system ensures complete freedom of choice of school by families. This article attempts to identify the existence of factors that conditioned the enrollment process in different types of schools existing nowadays in the Chilean educational system, the largest quasi-market of Latin America. Results show a social stratification and separation by schools and indicate how geographical distance and social composition are the most critical factors for families when choosing a school.

This research work adresses the prediction of success after a training scheme (success in university examination, integration of job seekers after a training session) on the basis of 1/ subjective indicators at the end of training: satisfaction or subjective learning and 2/ individuals' variables (self-efficacy, locus of control, self-esteem, optimism and core self-evaluation). Our results show that, compared to training evaluation models, subjective indicators at the end of training do not appear to be good predictors of success. Vulnerabilità, consenso, responsabilità: alcuni casi di grave sfruttamento lavorativo e tratta delle donne migranti in Italia

A partire dalla definizione di sfruttamento e dalla problematizzazione dell'idea di libertà contrattuale e di consenso, il contributo analizza alcuni casi di grave sfruttamento lavorativo e di tratta ai danni delle donne migranti nell'ambito del settore domestico e di quello agricolo. I dati e le interviste qualitative raccolte sul campo confermano quindi le premesse teoriche (e normative) che avevano ricostruito la vulnerabilità in termini di mancanza di alternative percorribili e la tratta come abuso della posizione di vulnerabilità così definita.

Measuring autonomy freedom

In the measurement of autonomy freedom, the admissible potential preference relations are elicited by means of the concept of ‘reasonableness’. In this paper we argue for an alternative criterion based on information about the decision maker’s ‘awareness’ of his available opportunities. We argue that such an inter- pretation of autonomy fares better than that based on reasonableness. We then introduce some axioms that capture this intuition and study their logical impli- cations. In the process, a new measure of autonomy freedom is characterized, which generalizes some of the measures so far constructed in the literature.
